Authorization and Enforcement

The Department of Authorization and Enforcement (DAE) was established pursuant to Section 9 of the Act 19 of 1995. The Department is responsible for the categorization and authorization of Practices and Activities involving the possession, handling and use of radioactive sources, nuclear material and other equipment generating ionizing radiation. The Department is also responsible for the enforcement of the safety and security provisions as are laid down in the Act, requirements of extant Regulations made pursuant to the Act, and Conditions of Authorizations, to ensure compliance by all users of sources of ionizing radiation and long-term effectiveness of the Authority’s regulatory regime. The Department also oversees the management, maintenance and supervision of all activities of the Authority’s Information and Communication (ICT) infrastructures and the library, and is the custodian of the NNRA radiation monitoring equipment and personal protective equipment (PPE).

The DAE comprises Five (5) Divisions with respective Sections under each, namely:

The DAE carries out its scheduled responsibilities by establishing and implementing authorization and enforcement procedures on behalf of the Authority. The Department adopts a process approach in carrying out the following statutory tasks:

  1. Review and assessment of authorization applications for all facilities and activities;
  2. Review and assessment of safety systems;
  3. Initiating reviews of Regulations to be in line with international best practices;
  4. Initiating reviews of minimum requirements for the authorization of Facilities and Activities;
  5. Establishing/reviewing licensing conditions;
  6. Carrying out preauthorization inspections;
  7. Carrying out compliance inspections;
  8. Review of inspection reports;
  9. Carrying out enforcement actions;
  10. Following up to ensure compliance with pending corrective actions and other lawful directives.
