The International Atomic Energy Agency (IAEA) in collaboration with the Nigerian Nuclear Regulatory Authority (NNRA) organized a Four day National Training Course on Preventive and Protective Measures against Insider Threats from 19th -22nd February 2018 in Abuja. 

The aim of the workshop was to provide necessary guidance on insider threats to all competent authorities and operating organizations. It was aimed at providing systematic approach in carrying out vulnerability assessment of insider threat characteristics and measures to control insider threats

Declaring open the training course, the Director General/CEO Prof. Lawrence Dim welcomed all participants to the workshop and stated that Nigeria has been collaborating with the IAEA on nuclear security under the Integrated Nuclear Security Support Plan (INSSP) since 2010. He said the collaboration is aimed at assisting Nigeria to develop sustainable national nuclear security regimes and enhance coordination on nuclear security activities in the country.

He explained further that Nigeria through the IAEA and other international donor agencies was implementing a number of activities under the five (5) functional areas of the Nigeria INSSP including physical security upgrades of all high risk facilities and various capacity building elements.

Four resource persons were present from; International Atomic Energy Agency (IAEA) Egyptian Nuclear and Radiological Regulatory Authority (ENRRA), University of Warwick, United Kingdom and Livermore National Laboratory, United State.

Speaking to the participants, the Lead Expert Mr. Robert Larsen said that when considering any form of threat, attention should be placed on the insider because they could take advantage of their access right, authority and knowledge, to bypass dedicated physical protection elements or other provisions such as safety procedures.

The training was attended by thirty eight (38) participants drawn from the National Intelligence Agency (NIA), Gamma Irradiation Facility(GIF) Sheda, Centre for Energy Research and Training (CERT),Eko Hospial, Lagos, Ahmadu Bello University Teaching Hospital (ABUTH),Zaria, Nigeria Security and Civil Defence Corp (NSCDC), Nigeria Police Force NPF) Nigeria Custom Service (NCS), Federal Fire Service (FFS), University College Hospital(UCH), Ibadan, Nigeria Immigration Service (NIS), Defence Intelligence Agency (DIA), Defence Headquarter(DHQ), Department of State Services(DSS), Office of the National Security Adviser (ONSA), National Institute of Radiation Protection and Research (NIRPR) and Nigerian Nuclear Regulatory Authority( NNRA).

The training finally came to an end on 22nd Feb, 2018 with a closing remark given by the DG/CEO. In his remark, he thanks the experts for making out time out of their busy scheduled to come to Nigeria and share their experience. He urged the participants to go back to their various organizations to share the knowledge gained from the training course so as to ensure effective implementation of prevention and protective measure against insider threats in all critical infrastructure in
