"VALIANT EAGLE: RESPONSE COORDINATION AND LEGAL FRAMEWORKS WORKSHOP", April 2019


The Nigerian Nuclear Regulatory Authority (NNRA) in collaboration with the Global Initiative to Combat Nuclear Terrorism (GICNT) and the United Nations Office of Counter Terrorism (UNOCT) with the United States and Russian Federation as co-chairs have concluded a 3day workshop on response coordination and legal frameworks tagged “Valiant Eagle” held at the Transcorp Hilton from the 9- 11 April, 2019.

The International workshop was aimed at addressing approaches to existing regional agreements on counter terrorism and disaster response plans to nuclear security events as well as to promote the exchange of models and best practices on legal frameworks. It had about 80 participants from 15 different African countries, representatives from some Embassies and resource persons from the GICNT, UNOCT, IAEA, USDOE, FBI and the host country Nigeria in attendance.

Declaring the workshop open, the National security adviser to the President, Major General Mohammed Monguno (Rtd.) represented by Mr. Aminu A. Lawal; Director Policy and Strategy Office of the National Security Adviser (ONSA) stated Nigeria’s commitment to the global fight against the threat of nuclear terrorism and other forms of terrorism in all their manifestation through multilateral efforts to advance a common approach to nuclear security at the highest level.

He reiterated Nigeria’s continuous support for global nuclear security architecture and her commitment to the formulation and implementation of a comprehensive counter terrorism strategy and capacity building for the effective discharge of the functions of relevant security agencies.

The Chief, capacity building unit of the UNCCT/UNOCT; Mr. Ulrik Ahnfeldt-Mollerup expressed the gratitude of the United Nations under Secretary-General for counter-terrorism, Mr. Vladimir Voronkov to the Nigerian government for hosting “Valiant Eagle”. He highlighted that the UNOCT remains committed to assisting member states to prevent nuclear terrorism and promote inter-agency collaboration to guarantee that prevention, preparedness and response capabilities are firmly in place.

The Acting DG/CEO of NNRA, Dr. Yau-Idris Usman in his vote of thanks, appreciated the GICNT for finding Nigeria worthy and capable of hosting this very important event. He also welcomed all participants for accepting to come to Nigeria for the workshop.

There were good will messages from the Honourable Minister of Foreign Affairs, Mr. Geoffrey Onyema and representatives of the co-chairs; United States and Russian Federation.
